It's not. Not too many people think it is. If they wanted to redistribute money, they'd be sending out checks to their target audience; maybe the membership of the International Brotherhood of Wharf Rats. Instead, they put their money into improving the quality of life for Wharf Rats, like distributing free condoms, and sponsoring health fairs, and building net-zero Homes For The Aged Rats.
