Seriously, insurance would be required, just as with drivers. The vehicles would be heavily instrumented, so an investigation should be able to determine the source of an error. I would expect to see a phased implementation with dedicated robo car roads or lanes first. After they prove safe for a few years, more uses could be allowed.
