I know the Ski Train wasn't government funded or part of Amtrak. My point was that the Ski Train's route is serviced by Amtrak right now. There is an Amtrak train that runs up once a day, but you have to stay overnight and take the next train back down the mountain in the morning. Because Amtrak is a government funded entity not subject to market forces, it doesn't have the incentive to take over the daily ski route that was previously handled by the Ski train. They don't care one wit that there is a huge daily ski market on that route.
