Gridlock and no. Congress had pretty poor ratings under Bush as well. It's gotten worse under Obama, because the partisanship has continued to increase. Of course, the GOP under Boehner and McConnell have made it their policy to starve the Dems of compromise. This is destructive. Also, Congress in general just isn't doing their duty. They barely work a 40 hour work week. They don't pass budgets as required by law. They refuse to balance the budget or even come up with a plan to do so. They pass laws that the military didn't ask for and the American people overwhelmingly reject like the Patriot Act and the National Defense Authorization Act. And lastly, they vote themselves nice retirement and medical packages that are not available to the rest of the American people. Is it any wonder we all despise Congress?
