Motorola Signs $47 Million Contract To Expand Cellular System in China

ARLINGTON HEIGHTS, Ill.--(BUSINESS WIRE)--Dec. 1, 1997--Motorola, Inc's
Cellular Infrastructure Group (CIG) today announced the signing of a $47
million contract to expand the existing analog cellular network in
China's Heilongjiang province. This expansion will increase subscriber
capacity of the network from 220,000 to 290,000 when it is completed in
the middle of next year.

As part of the contract with Heilongjiang Posts and Telecommunications
Administration (Heilongjiang PTA), Motorola CIG will add new Total
Access Communications System (TACS) cell site equipment and will upgrade
existing TACS base stations throughout the province.

Motorola CIG also will install eight new EMX (R)2500 large-capacity
switches and upgrade seven existing switches in the Heilongjiang PTA
TACS network.

Motorola CIG will supply C7 signaling equipment to each of the
province's 15 EMX 2500 switches. The C7 signaling system will replace
the existing R2 signaling capabilities used to connect to the Public
Switching Telephone Network (PSTN) in the province. With C7 signaling,
the transmitting speed and the reliability of signaling system will be
greatly enhanced.

''This contract with Heilongjiang PTA is indicative of Motorola's
continued strong commitment to providing upgraded and expanded cellular
equipment and service to our China customers,'' said Tom Hinton, vice
president and general manager of Motorola CIG's Greater China Cellular
Infrastructure Division. ''We look forward to continuing our cooperation
with Heilongjiang PTA and assisting them to expand and enhance their
province-wide cellular service.''

The Heilongjiang TACS network was installed by Motorola CIG in 1992 and
was last expanded earlier this year. The current expansion represents
the third phase of expansion for the operator's TACS network.

This contract was signed by Motorola CIG and Eastern Communications
Company Limited (Eastcom) and Heilongjiang PTA.

The contract represents delivery to an operator of product manufactured
by Eastcom that was previously furnished to Eastcom under Motorola CIG's
general supply agreement announced earlier this year.

Eastcom has licensing and joint venture agreements with Motorola CIG to
manufacture, distribute and provide service for Motorola CIG's TACS,
Code Division Multiple Access (CDMA) and Global System for Mobile (GSM)
Communications cellular infrastructure products within China. Eastcom
has been supplying Motorola CIG cellular equipment in China since 1991.
