I apologize, but I think that can happen easily with me even when I think I speak simply. :)

Nasiruddin has a rule-book. It's not a secret rule-book. It's open. We have found and read it. It says "Nas, old boy, lie if you have to!"

Moshe and Wally have similar rule-books which don't say "lie, if you have to!" but also say the kinds of things you'd find in a rule-book, including bow this way, don't bow that way, etc etc. If it says "go ahead, lie!" it says it in an obscure place or two, subject to interpretation.

When Moshe and Wally find Nas's rule-book, the explanation for Nas's propensity for lying become's clear, "apparently."

When Chen, Anand, Wongsawat and Igor find that Wally and Moshe have been lying, what is the explanation?

:)
