Who lied? I don't know.

But the Tax Policy Center, in its analysis of the MARCH 1 plan said this:

"The plan would recoup the revenue loss caused by those changes by reducing or eliminating unspecified tax breaks, thereby making more income subject to tax."

Clearly, they disagreed until they were set straight by more competent analysis. But just as clearly, from the outset Romney had indicated his tax play would be be revenue neutral.

So, in answer to your question:

"Not Romney".
