The worst offender in Washington, says Hemphill, is the Environmental Protection Agency. Its regulatory burden (972 total regulations, 122 major regulations) on the manufacturing sector is $117 billion a year.

Next is the Transportation Department (880 total regulations, 69 major regulations), which imposes $25 billion in annual costs.

The president assured voters he would pursue and achieve regulatory reform. But that promise was empty from the beginning.

So we're shackled by a regulatory state that, while consistent with Democrats' ideology, is not consistent with a prosperous economy.
