ESA currently has consultants working on this now, according to what I was told by the CFO. He was a little optimistic on the timing of their recommendations though.

Well apparently this is not yet the end of the world but rather just one further indication of how badly ESA needed some new management and how quickly the new guys need to move to make everything shipshape.
