IMO, instead of trying to shoehorn this that or the other, they should fix the fundamental problem, which is that the Touch is simply massively overpriced.

If the smaller iPad is truly thin and light, as in iPad Air light, it should carry a premium price.

16 GB WiFi minimum $249 more likely $299 and as high as $349 if it is impossibly thin and light

Seems to me another reason to make it $349.
How Much For a Mini iPad?

If we do get an iPad mini from Apple [AAPL 641.19 5.34 (+0.84%) ] later this month,
how much should it cost?

It’s an important question. As things stand now, the new iPad starts at $499. You can also
get the iPad 2 (with a slower processor, lower brightness, lower color accuracy and without
the Retina display) for $399.

So two reasons for an unpopular price #:

1) so it won't completely cannibalize larger pads

2) to make its price slightly higher than the touch
They could drop the price of the Touch to $249, and charge $299 for the iPad mini. Bada bing.

Or leave the Touch and the iPad mini at the same price point. Why not? The price points of the MacBook Air and the MacBook Pro overlap.
