He has a duty to protect his investors. Plus, the more he lightens up his Treasury portfolio, others will do the same thing. I'm not sure where 10 year yields should be right now, but there are huge gains in Treasuries over the past 2 years. At some point, it makes more sense to take the gains than to hold onto a 10 year bond with a 1.7% yield to maturity for the next 8 years.
