It doesn't have GPS.

That's *huge*.

(And inexcusable).
It's inexcusable that the iPod Touch doesn't have GPS? Why?

It's just a feature the thing doesn't have. It's an iPod, game device, camera, and Internet access terminal, designed to be used with WiFi only. It does what it does, and has the features it has.

I don't think Apple has some kind of moral obligation to put GPS into the thing as well.
