If the number was not a statistical anomaly, I'd agree with you. Unfortunately, it is though. Now, if we see the number stay below 8% over the coming months, for several months, then we can declare a nice downward trend. But one data point isn't a new trend. When we see a 3 sigma move in a data point, statistician in the world over call it an "outlier", meaning it is a low probability event and 99.7% likely not to be part of a trend. Those are the probabilities. If you believe this was something to celebrate, then you are gambling that this number is a new trend and that's a 0.3% probability. Good luck with that. I hope you aren't betting your retirement on that.
