The service is limited to the building connected with fiber. The information I got from VOD dept. of IMS is that fiber will be layed to the base of the building, no change in phone wiring sys. inside the building. The smart box from NEC receives data from the phone outlet in individual apt. then feed the data to TV. Phone service can be used as normal and at the same time while you watch the VOD or listen to MOD. If each building is 80 stories high or less, then this could easily fall into short distance ADSL's or trail version VDSL's capibility. The service will not be avalible to everyone till 98. But since last month, the service shall be limited avalible to those buildings with fiber layed already.
If you're in HK, you may try to call the people in VOD dept. of IMS of HK telecom or engineers of NEC. If you're lucky, you may get someone to search the inside of the smart box. Make sure you talk to the guy who knows, because 95% of the time you'll find out you know more than they do. Good Luck.
