People understand fully that 9/11 was unexpected and couldn't have been anticipated and that if Bill Clinton had acted responsibly it would never have happened.

Benghazi, that's different. It was the ANNIVERSARY of 9/11. They KNEW it could happen. Then they LIED about it.
