They were thinking that they were being scientific. Like dog breeders select for the right stuff. There's no doubt that human breeders can create humans to order within the bounds of genetic availability and now with genetic engineering as well as selection. Unfortunately, people who seek power invariably do bad thinking. It's because they have only 1 kg of brain and the other millions of people have millions of tons of brains. Millions of tons of brains can out-think 1 kg of brain, even if that brain thinks it's the best and brightest. The 1 kg can win in a specific singular task, but at any instant, there are billions of things to be thought about and tasks to be done. Usually though, that 1kg is just another chimp-like alpha male wanting money, power and girls, like garden variety chimps.

Genetic selection is a good thing and eugenic programmes are still carried out, but rather than a few idiots in government doing it, it's done by billions of women who apply their 1kg to the selection process, rejecting males who have unsuitable DNA for reproduction. The Flynn Effect is the result because every generation women select for intelligence as best they can, while getting the other DNA that matters to them too.
