We're close to retirement and will be on a modest fixed income, and most likely won't ever reach the annual maximum income level of $200,000. As retirees, we'd be grateful for this "windfall", and I assume so will millions of other middle class folks in our position.

I found this on his website, and it looks like it is aimed at the middle class.

you are probably out of luck on the short term capital gains. that would be my guess.
