It is coming. No doubt about it.

And it going to be [yet another] administrative train wreck.

We sell our software on the Web, as well as web-based applications with monthly service fees. These are not high volume websites, they're fairly specialized and don't bring in huge amounts of money on any one site. If we had to track sales by state I'd just shut them down.
