The "new" encoder is the same one announced by VisionTech last week, which it developed in conjunction with CSK and DML.

I don't think this counts as another one. Digital Media Lab (DML) is VisionTech's (the israel company) partner.

Wow. 5.2 million transistors into a 13.7 mm^2 chip! :-)

Most of these companies could benefit from custom embedded DRAM or Intel-like SRAM. Their size suffers from being a majority of SRAM. A large company can do this if they had the motivation. A consumer electonics (CE) encoder has GOT TO integrate NTSC/PAL demodulators and MPEG decode capability too. Many of these hokey single-chip encoder companies do not. 'This business is for serious players only. The high end will be eaten by Cube, IBM, and highly programmable designs (Philips) anyway.
