The 403b plan that I had set no penalties for early withdrawal--and I did have the option of what was more or less an index stock fund. I rolled everything I had into it towards the end of 1973 and by the third quarter of 1974 I had a 60% gain. My account was worth $11,000 and I felt rich! Never did that well in such a short time in anything since then, except my NGD stock.

I guess investors have, as you say, been scared into bonds. That fact has scared me totally out of bonds--in fact, I am short bonds.
