Yes, but Obama had his operatives review and change over a million lines of federal regulations to codify his anti American agenda. It takes time and a concerted effort.

If President Romney tries to contain costs he won't be able to devote the man power to delete all of the federal regulations Obama changed.

Also, the President can't commit the country to a treaty unilaterally Senate ratification is needed as well.
