Why? Lots of reasons. Because it beggars belief that something that stupid would be asked of an ambassador. Because there is not enough detail in the story....how exactly was Stephens supposed to collect weapons? Because even a child would know that these folks were unlikely to give back weapons voluntarily. Even a supremely naive actor should have at least suspected a trap, or at least prepared for one. Still, it is Rubin so one has to think his info is good. But it makes no sense....at all.
