What has been debunked is that he waited for two weeks before describing it as terrorism.

Granted, he wasn't as forceful as, say, Dubya would have been. But virtually everything was terrorism, especially before an election.

According to the CIA, there was conflicting information. Their assessments reflected that for a while.

Still, they did regard it as terrorism from the start. What was really in question was the degree of planning.
