It wasn't dumb. This is not the first time he has used it. This was deliberate.

So, why did he lie? I don't think it was just because that is what he does. I think he was trying to say that Syria is really important to Iran. Now that may be that he is trying to set a foundation for boots on the ground in Syria. By invading and holding it, we deny an important asset to Iran.

More likely though, is he just fell back on the relatively new Republican tactic that couches things to make them simple and dramatic. In other words, not meant to be taken literally.

Of course, the only problem with talking in allegory and code phrases is that even your supporters can wind up confused...
