I can't answer that fully, but I can tell you that in the 70s natural gas was dirt cheap. As such nobody wanted to sniff for it. The county I live in had a moratorium for a number of years, no new gas hookups, crappy heat pumps with cold air comin out year round.

In recent years gas prices have increased (still cheaper than elec and oil in my area), so I guess there's greater incentive.

Just one possible explanation.
