Truth is I agree with you. I bet we'd find that if the US eliminated that tax, most companies would keep their cash overseas. There's just a lot more opportunity in emerging and developing markets than in the US. They growth is overseas and they need their cash there. But I don't think the US should impose friction costs of moving money back home. I find that silly. Any trade friction is usually a bad idea. It's anti-capitalist.
