Only the President has that authority. That's why he wouldn't answer the question today because he knows he is in deep doo doo on a basic National Security issue and he LIED about it. He is going to try to limp through to the election but the boy is done, toast. Then when he is out of there he has a laundry list of crimes to account for, many of which occurred before he was ever elected. When it's all over, I bet all his Executive Orders and laws signed are tossed out.
