That is a question best suited for a JAG officer.
In this case I suspect everything surrounding it is classified, that alone would preclude a public statement.

If yes, then is he still required to stay quiet after retiring?

After retiring you still are expected to abide by classifications. It practice it seems to get looser then though.
For example, you can write a book and submit to DOD for approval before publishing.
Also you can speak out about anything that was always unclassified or anything that has been declassified and let the chips fall where they may.

You are touching on why a free and responsible press corps is so important in America.
