The $199 price point is very tough for Microsoft to compete with when there is a $50 cost for the OS.

If they can do it on a 4" screen (Windows Phone 8), they can do it on a 7" screen. The display size has nothing to do with it. They just don't think they can be competitive. If Android did not exist with their low price points, I'm sure they would have gone for it.
