No public transit, so it's understandable that the exchanges would be closed.

While the traders probably drive in or waltz in, you still gotta have the cleaners and custodians and guards who probably don't earn enough to travel like the traders.

It's takes around 8 hours for the transit system to fully shut down.

It'll take just as long for it to start up assuming no damage - which there probably is, and any place flooded would not only need to be pumped but also cleaned off (salt)
