Should the states affected by the storm be responsible for their own rescue and recovery?

Any time the federal government touches money there is a massive increase in the proportion that goes to waste.

Dave, what are you talking about???

Money moving through 'official channels' need to be 'processed' and - add to this - controlled.
That calls for people, for 'jobs created' to do the processing, which is good for the 'job creating process'...

Well, as you say, it's only natural, that all of that creative processing costs some money, which naturally is deducted - but certainly not spilled - in the process.

That's why your president has been adding administration jobs recently, not for the purpose of improving on the unemployment figures, oh no: Just for the purpose of improving on the government services.
