Are you sure your ISP's connection is a T3?

Here's part of a traceroute I just ran against www.highwaygds.net (also ran one against www.toolcity.net - same results).

If Sprint labels their links in meaningful way it would appear there is a T-1 circuit between you and the "Internet". If your ISP really does have T-3 service you might want to ask them to make sure that access to the major Internet NAP is not impeded by some slow link. BTW - you really have to keep an eye on your ISP as they generally oversubscribe their links. This *may* not be a problem during off-peak hours but it appears you are paying a premium for "priority" service (Class C @ $250/month).

Of course, there could be something I'm missing - like an alternate route. You might want to run traceroute yourself.
