Yes, there were still a lot of people who believed he had some MWDs still left in the 1990s in both parties. But there was growing evidence that there really wasn't any. As was later found out, when Bush took office there was a program of suppressing the information that there were no MWDs in Iraq. This was the finding of the Senate Intelligence Committee in 2008. So with no information to contradict the idea that Iraq had stockpiles of WMDs it is no real surprise some still thought that.

The Bush administration did, though. But it didn't matter.
