You do know that it's exactly what he said during the primary?
No he didn't. He mentioned that the states should take on more of the roles that FEMA currently has, but he never claimed he wanted to outright eliminate the agency.

Why is it that when an intended policy is demonstrated to be wrong by a real life example it's "politicization?
The "politicization" is the distortion of Romney's words.
