As usual you talk authoritatively on something you know nothing about. It was a liberal (ad hoc) Democractic legislature that fought for it and passed it, opposed by a Republican legislature. And in fact Hammond's right hand woman was a dem. The dems controlled the house.

Remember I said he was a liberal Republican (they used to have those).

I was right there in the middle of it.

It's a popular thing so Democrats take credit for it despite a Republican governor starting it. Natural. The Democratic party thing to do would be to take the fund dividends if to fund bigger state government instead of paying dividends to the people.
