I'm just going by what my friend tells me, who is a poll worker. The early voting is done, apparently, in the county clerk's office (here) and many times with just one employee present to watch/control it in smaller offices. From what he tells me it is the perfect opportunity for 'dead' people to vote, or those who no longer live in the county to vote ... that sort of thing. There's evidently just not the control, or the 'eyeballing' that is present for normal election days, and a 'dirty' employee could really assist/allow a lot of erroneous votes to be cast. It is far from the same process as election day, which is done out in the open area of the polls, with many eyes around, both other voters and poll workers.
