No it wasn't. That was the breakdown of 'likely voters'. Those that had already voted were classified as 'likely voters' but not all likely voters had already voted. 693 'likely voters' out of 1011(?) respondents. I seriously doubt almost 70% of respondents had already voted, Hmm?

Perhaps, but that wasn't my understanding. One could argue the verbiage was ambiguous, but it doesn't seem so to me; the phrase "Among those likely voters" appears to be referring to the entire sample not those who had already voted.
