By law, all budget bills must originate in the House - the Senate cannot introduce their own version. If the Senate declines to accept the House budget bill, the House in normal times would enter into negotiations with the Senate (leaders to leaders) to find a compromise budget that both bodies can pass. Or the House can stamp their feet and tell the Senate that they won't compromise, resulting in gridlock. This path chosen by the Rep House is idealogicaly pure, but has been a prime contributor to the low esteem in which the public holds Congress. Putting politics above practicality is no way to run a country in a two party system.
