Sure they can use the numbers they want if they want to make the numbers looks better than they are. I have seen some using $1500+. But the most conservative ( I would say 75%+ of the companies) use the 4-year average to show a NPV and IRR that make sense in the current environment. Keep in mind that many companies are not looking for a buyer, they publish these infos for the benefit of teir shareholders and the market.
