Explain how that is done, I don't know? Neither does anyone else. Not one that will work. It was working great until you progressives got a hold of it. show me where democracy works. If you want an explanation on how it is done, start with the US Constitution. In fact, not only start with it, stop with it too. Don't change it, leave it alone and it will work just fine. That is, except for the parasites who want something for nothing.
