Neither: It is clear that the GOP led house added the 11 complicated and rather obscure, mostly, constitutional amendments primarily because they were avoiding responsibility for proposing actions which increased costs of government by shifting the responsibility onto the public in the form of constitutional amendments appearing on the ballot , making the ballot as long as 11 pages in some counties.. The GOP also knew this would slow voting and perhaps discourage Dems, who generally do not have as much time off to vote..

Florida let some voting districts stay open to 1AM six hours after normal closing because the lines were so long...Also , by the way , Florida cut the number of polling places and 20% of voters had to go to new places to vote. While this was not a cause of too much in the way of problems , it showed that the govt. had not been smart to cut polling places . The total number of votes cast in Fla was slightly less than in 2008, many more people used absentee ballots , yet the reduction in early voting, the cut in polling places and the ridiculous length and complexity of the ballot , led to the problems where Florida has yet to call a winner. (Obama will win by around 45,000 to 50,000 votes)
