Here's a good breakdown of where the disk space is used in RT, if you are really interested. If, by "bloated," you mean that it is pretty big, I agree with you. On the other hand, the entry level Surface has 17 GB user accessible on board storage, which is 4 GB more than the equivalent iPad. Plus it has that ever-loving expandable memory slot, which, while it's not as good as on board storage, is better than nothing.
