In the end it wil be highly regressive with the major implications falling on those who are in the lower economic levels. LOL - he won't tax the 97% directly but will drive up their costs and have the corporations pay the tax. Kind of like a payroll earnings tax - have somebody else do your dirty work then rail against the companies for price gouging.
