The white electorate understood it. Romney got about 61% of that vote. I don't know what folks rationale for voting and maybe a lot more folks get it than not. It is obvious in some industries (like coal mining) where the dog walker in chief would like to ban it permanently. I worked in the financial service industry and many there don't comprehend the influence of over regulation. It is harder to pass on costs and the industry seeks to achivee greater levels of efficiency and jettisoning less profitable business lines to compensate for the increased costs. I guess that a lot of folks more folks understand than I said but as garret said - many will find out the hard way
