What do you call it when people blindly assume the country can continue borrowing and spending without bound? No one assumes that. Or operating the biggest enterprise in the world without a budget? We have budgets, what are you talking about? That is what Congress does. Now the president usually does send over his budget, but it is more a set of guidelines. Which Congress can and does ignore. But that isn't a required part of the process. Heck, Smirk got bored with that pretty early on and rarely submitted one.
