gov can create jobs but not wealth and it's wealth that raises everyone up
That the first thing you've said all day that I agree with 100%.

I hate to say it, but this is the hallmark of not thinking:

gov can create jobs but not wealth and it's wealth that raises everyone up

Just do a little thought experiment: What function of commerce is impossible for a government entity to engage in? Answer: None. Ergo either nothing creates wealth, or governments can create wealth.

What is true (with caveats) is that on average private free enterprise does it with better efficiency, and therefore should on average create more wealth. But there would also be cases where the reverse is true, and China does a could job of showing that.

97% of blacks think gov should be the main source of jobs

It's fact that until recently most of their experiences and that inherited from family and friends support that view (at least for jobs with decent pay).

The recent demonstrations in Chicago might indicate there's some hope emergent.

Thursday evening in Chicago, black grassroots activists fed up with manipulation of their suffering by city leadership turned out to protest a fundraiser for President Obama held by Mayor Rahm Emanuel and Illinois Speaker of the General Assembly Michael Madigan.
