Like the former Yugoslavia, Greece has developed a massive underground economy. Greeks do want to pay taxes to a failed govt. I assume you meant "not pay". But you're right - I spend a month or so in Greece every year and the contempt for their government seems to be universal. There's even nostalgia for the junta - "they may have been oppressive, but at least they spent the money on the people. They didn't line their pockets with it." It's a common practice for service providers to offer a discount if they don't have to give a receipt. I've also heard that doctors often require an under the table payment before treating a patient.
