Being born overseas to American parents does not disqualify you from running for President. John McCain was born in Panama and ran for President.

"Natural born US Citizen" isn't defined in the constitution, but under law and custom, someone with two American citizen parents is considered one. At least under current law, even one parent is enough.

As for George Romney -
