They aren't always, it depends on what the purpose of the work is and who orders it.

In the case of Obamcare, for example, the parameters were specifically set to mislead the public as to the cost of the program.

If a Republican asks them to evaluate a particular scenario, they'll bias the parameters in their own way, as well. The product of CBO is sometimes good, sometimes horribly biased.

When you do financial estimates and projections the first thing you want to know is what the purpose of it is. Do you want it to look good, bad, or objective.
