Why do I repeatedly have to point out to you that you cannot measure "overhead" as a percentage of benefits? This isn't complicated. You are comparing apples and oranges, as you're fond of saying. A benefit dollar paid by Medicare is not the same, or even similar, to a benefit dollar paid by commercial insurance. It is ALWAYS necessary to use PMPM for this kind of analysis.
